Glendora Planning Commission Preview

A look at the agenda for the Jan. 7 meeting.

The Glendora Planning Commission will conduct their first meeting since the winter break Jan. 7. Here's a look at the agenda for the Tuesday meeting:

1. Consideration of a Resolution to approve a Development Plan Review and a Minor Modification to allow a second-story addition, increase in Floor Area Ratio and a rear yard setback encroachment up to 15 percent. (Project No. PLN13-0053) (Applicants: Russell and Sandy Ornelas / Larry Casarez; Location: 252 Whispering Oaks Drive).

STAFF RECOMMENDATION:
Motion to continue this item (Project No. PLN13-0053) to the February 4, 2014 Planning Commission meeting.

2. Consideration of a Resolution to approve a Development Plan Review to allow the construction of a second-story addition to an existing single-family residence (Project No. PLN13-0046) (Applicants/Property Owners: Aracely and Wilfredo Machado; Location:  1737 South Valley Center Avenue).

STAFF RECOMMENDATION:
Open and conduct the Public Hearing, accept evidence and testimony presented and in the absence of substantial evidence to the contrary, consider the following:  1) Adoption of a Categorical Exemption for the project pursuant to Section 15301 of the California Environmental Quality Act Guidelines; and 2) Waive full reading, read by title only, and adopt a Resolution entitled:  “A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GLENDORA, CALIFORNIA  APPROVING A DEVELOPMENT PLAN REVIEW TO ALLOW THE CONSTRUCTION OF A SECOND-STORY ADDITION TO AN EXISTING SINGLE-FAMILY RESIDENCE ON CERTAIN PROPERTY LOCATED AT 1737 SOUTH VALLEY CENTER AVENUE, GLENDORA, CALIFORNIA (PLN13-0046)”

3. Consideration of a Resolution to approve a Conditional Use Permit to allow massage in conjunction with a beauty/health spa (Project No. PLN13-0051) (Applicant: Li Juan Luan; Property Owner: May Yam; Location:  102 West Route 66, Suite E).

STAFF RECOMMENDATION:
Open and conduct the Public Hearing, accept evidence and testimony presented and in the absence of substantial evidence to the contrary, consider the following:  1) Adoption of a Categorical Exemption for the project pursuant to Section 15301 of the California Environmental Quality Act Guidelines; and 2) Waive full reading, read by title only, and adopt a Resolution entitled:  “A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT TO ALLOW MASSAGE IN CONJUNCTION WITH A BEAUTY/HEALTH SPA ON CERTAIN PROPERTY LOCATED AT 102 WEST ROUTE 66, SUITE E, GLENDORA, CALIFORNIA (PLN13-0051).”

4. Consideration of a recommendation to the City Council to adopt a Zone Amendment to amend Title 8 and Title 21 of the Glendora Municipal Code to revise various requirements related to planning entitlement permit applications (Project No. PLN12-0118)  (Applicant: City-Initiated; Location: All Zones Citywide).

STAFF RECOMMENDATION:
Open the Public Hearing, accept evidence and testimony presented and in the absence of substantial evidence to the contrary, consider the following: (1) A recommendation to the City Council to adopt a Categorical Exemption; and (2) A recommendation to the City Council to adopt a Zone Amendment to amend Title 8 and Title 21 of the Glendora Municipal Code to revise various requirements related to planning entitlement permit applications.

The Planning Commission meeting takes place, Tuesday, Jan. 7 in the City Council Chambers, 116 East Foothill Boulevard at 7 p.m.
