Energy Upgrade encourages a “whole house” solution to energy use, which looks at an entire home as a single system. For example, if a house is hot and stuffy, instead of installing an air conditioner, the house can be sealed and insulated to keep the heat out and the cool in. This option can save on energy used by air conditioning.

Energy Upgrade California in Los Angeles County is an alliance among LA County, cities, Southern California Edison and Southern California Gas Company. The program is funded in part by grants from the California Energy Commission, the American Recovery and Reinvestment Act and California utility customers, and administered by participating utilities under the auspices of the California Public Utilities Commission.
