Glendora PD Part of Multi-Agency AB 109 Task Force

Task force was formed to address the influx of criminals released as part of the state's prisoner realignment.

The Public Safety Realignment Act, otherwise known as AB 109, has put a strain on local law enforcement since its inception in Oct. 2011 by initiating sentencing reform, allowing potentially dangerous criminals convicted of non-serious, non-violent, non-sex offense crimes to either be held in county jail, or another form of supervision.

The burden of monitoring these criminals has shifted to local police agencies. To combat this influx, local police chiefs petitioned the Governor and won special funds aimed at creating a task force to carry out compliance checks on the AB 109 probationers, officials said.

The local task force, which began in May 2013, is comprised of Glendora, La Verne, Claremont, Covina, Baldwin Park, Pomona and Azusa. The task force operates out of the Pomona Police Department One Glendora officer is specially assigned to the multi-agency task force, officials said.

In 2012, Glendora Police made 73 arrests of AB 109 releases who committed a new crime in Glendora.

According to data released by Los Angeles County Supervisor Michael Antonovich, About 63 percent of the AB 109 population consists of high-risk offenders, while 542 are registered sex offenders. Over 22,440 were arrested for new offenses, with some parolees having been arrested multiple times.

Eligibility for supervised parole does not take into consideration a candidate's entire criminal history, only the last offense, officials said.

The cost of allocating an officer to the task force will be reimbursed to that participating agency with additional funds, officials said.

This story corrects an earlier version which stated criminals received an early release from prison. AB 109 is a sentencing reform for non-violent offenders.
