Female Victims Secretly Recorded While Using Glendora Starbucks Restroom

William Zafra Velasco, 25, was arrested May 4 after police discovered video files of women using the Glendora Starbucks on his computer. Police seek help in identifying victims.

The Glendora Police Department is seeking the public’s help in identifying possible female victims caught on a “peeping Tom’s” camera in a Starbuck’s restroom.

Glendora detectives arrested 25-year-old San Dimas resident William Zafra Velasco on May 4. Velasco is suspected of placing a hidden video and audio recording device inside a women’s restroom of, 1832 E. Route 66.  The camera was placed in the women’s restroom during a two-day period from April 14 to April 15. Police believe Velasco downloaded the device about every hour to his laptop inside his car.

The device was disguised as a plastic coat hook and placed on a wall across from the toilet.

According to a Glendora Police press statement, a Starbucks employee discovered the recording device and contacted police.

Police were able to identify Velasco through Starbucks surveillance cameras.

During two search warrants at Velasco’s residence, police confiscated his laptop computer and other computers and digital files. On the computers, police discovered images and video of at least 45 females using the restroom, including children.

Glendora police do not believe the videos were uploaded to the Internet or distributed, although Velasco was charged with secretly taping victims for sexual gratification.

Velasco, who was held on $50,000 bail, has posted bail and is scheduled to appear in court June 21 at Citrus Superior Court in West Covina.

Eleven victims on Velasco’s computer have been identified, although Glendora Police is seeking the public’s help in identifying 34 other victims.

Glendora Police will hold a press conference regarding the incident Friday at 10 a.m. on the Glendora Police Department steps, 150 S. Glendora Ave.

Under California law, secretly videotaping or recording anyone in partial or full undress is a misdemeanor. Police acknowledge that the crime is becoming more frequent due to improved technology and accessibility of high tech recording devices. Assemblyman Tim Donnelly will attend Friday’s press conference to address new  proposed legislation that will pose stiffer penalties on those who commit these crimes.
