California Colleges Snubbing California Students?

Recently the UC colleges spokespeople said that they are interested in admitting more out of state and foreign students. Only about 12-15% of California students who apply to these schools get accepted now, even though many more qualify. These Universities were built and funded with taxpayers money. I believe that ANY student who has gone through California schools and qualifies for admission should be allowed into one of these schools. Let all California students in first THEN if any spots are leftover, allow out-of-staters and foreign students to apply. Its just the fair and right thing to do for our kids.
